That's because there's no one lift that does go from the top to the bottom, the things just so bloody tall: you'd have to go up about 3-4 lifts in order to get from the bottom to the upper floors (and there's no elevator access to the VERY top, only stairs - I know this because I'm a geek and have looked at the diagrams for it).
