I'm guessing you already know how to use HTML?
If so, then are you clicking on the source view?
Click on there and then enter the code.

i cant out a picture on my about me and i cant add i picture to my background. how do you do it ?

The picture in your "About Me" follows the same guidelines as here.
The background picture for your profile is easy. Search for the picture you want using Google Images, copy the URL from the address bar at the top, then go to Account > Edit Profile > Colour Settings and paste it into the second box down, 'Background Image'. Click 'Save Settings'.
